Employee was starting his shift and entered his john boat to make his way to the dredge. When he went to pull start his boat the motor kicked back and pulled the pull cord out of his hand breaking the tip of employee's finger.

Pan was in down position that would cause tire to elevate off of ground by 4"-6". Tire has stored energy (potenetial energy) prior to breaking the tire free from the structure. When tire was freed, tire dropped, pivoting about left side putting employee's hand in a pinch point between the frame and the tire.
