EE was lying on his back holding a 1" impact tool, breaking loose nut and bolt on cutting edge. EE had leg wrapped around cutting edge to hold counter sunk bolt from spinning. As bolt came loose, it popped up and spun, cutting through his pant leg, causing laceration to left knee.
